He was President of the Phoenix Trial Lawyers Association. He has lectured extensively on personal injury matters to lawyers and judges. Herb graduated with honors from the University of Pennsylvania. He is the founder of the Arizona Center for Law in the Public Interest and former chair of the Democratic Party. Because of his range and commitment to serving his clients and the public, he received the first American Bar Association Pro bono Award.

He has represented citizens in all walks of life in their personal injury matters including judges, attorneys and physicians.
